The 'Shadow' is a term often used for the dark power of Sauron, and so on one level the name 'Land of Shadow' simply implies that the country was under his power. More than that, there were uncanny real shadows there, especially those enfolding the Dark Tower of Barad-dûr and keeping it from the eyes of the Dark Lord's enemies.
