All of the Orcs of Middle-earth would follow Sauron at his will, but in Mordor itself were those that carried his livery and lived under his direct command. There were numerous different types of Orc in Mordor's service, from the lesser Snaga to the great Uruk-hai. The Uruk-hai actually originated in Mordor, some time before III 2475. Though most Mordor-orcs seem to have been soldiers, others were specialised for different tasks, such as hunting.
