Cirion and Eorl The pledge made by Cirion, Steward of Gondor, in answer to the Oath of Eorl. Standing by the Tomb of Elendil on the Hill of Anwar, Cirion swore endless friendship and alliance between Gondor and Eorl's newly founded realm in Calenardhon. That realm would afterwards be known as Rohan, and the Oath of Cirion and Eorl cemented the alliance that lasted to the time of the War of the Ring and beyond.
