Varda was one of the more powerful of Valar, the consort to Manwë the Elder King, and among the Elves she had many names and titles, among them Tintallë, the Kindler. In ancient days, before the first Elves had awoken, Varda learned that the appearance of the Eldar was imminent. In those times, long before the making of the Sun and Moon, Middle-earth lay under darkness, with just a few faint stars in the sky. Varda took the shining silver dews of Telperion, one of the brilliant Trees that lit Valinor, and with them she filled the sky with stars, shining down brightly to greet the first Elves.
Varda's stars were formed into patterns that filled the sky with meaning, including a scything shape that swung around the northern pole of the sky, the Valacirca or Sickle of the Valar, and the form of a swordsman named Menelmacar or Menelvagor, with three shining stars to mark his belt. The first Elves did indeed awaken in Middle-earth soon afterwards, and the first thing they saw was the stars of Varda shining down from the darkness above. Thus the Elves revere Varda Tintallë the Kindler, and indeed their name Eldar means 'People of the Stars'.
While Tintallë is translated into English as the 'Kindler', that word does not quite capture the full meaning of the original Elvish name. Tintallë derives from a root word meaning 'sparkle', via tinta, or 'cause to sparkle'. Thus Tintallë might perhaps be more expansively translated as something like 'kindler of sparkling lights'.
